Over zealous government officials are also accusing individuals of animal hoarding when those people are attempting to shelter animals on limited means without assistance from other individuals. Rather than punishing these individuals, helping to coordinate the needed help through community service programs and assist programs would help to reduce mass removals. If they were treated as foster facilities instead of criminals, it would be a win for the animals;the individuals and the city/town/community.
